Maybe you need to go to the Cards and choose one car cards pack and open it for free...
dunno i'll check it out.

EDIT:
Go to Card Packs and you will see first car prize pack (gift) with 0 boost.

For those who don't konw how to get the car card do this
Once you've redeemed the code go in NFS World and enter the Safehouse and go in to the Card Pack Shop the Car Prize Pack will be available for 0 SpeedBoost!
