Is there any specific races in which you can win "Head Start" & "Super Shot" 3 star skill cards? I'm lacking those two card. Need help guys! Skill Card guide would be awesome!

EDIT: The skill IDs are, at times, different from the card name.. so if you are using a buff.. and the buff says 'you've gained skill effect 'blah' ' then the card name is the skill effect name. (if that makes...
