look -i am lvl 41 on NFSW and i can only have 3 cars is that normal?

The level doesn't matter, the car slots are not given according to what value has your level, each account has only 3 car slots, from level 1 to 50.
Only the Starter Pack buyers, have 4 cars slots, but only for their first driver profile.
