I am dealing with a guy who doesn't have any kind of ratings cause it's the first time he sell something on EPvP.
Does the paypal purchase protection protect me in this case? Or it's useless ?
I would trade with elitegold via trade request or involve a middleman. The purchase of an account is generally rather insecure, because the proprietor could retract the account at any time. Paypal isnt safe enough.
No its not safe to buy an Account. The seller can get the Account easily back and with PayPal Trade you use the payment method Friends&Family, which doesnt include buyer protection.
