Wieso denn 2? es ist doch nur eins was geändert wird.
And from just looking at the diff I guess that the byte contains the maximum map count. So with this offset you more likely can change the MAP_ALLOW limit to any value storable in one byte (0-255).
However, this hype is just an overreaction.
In productive mode I wouldn't even assign 20 maps to one core, especially not the main ones (a1, a3, b1, b3, c1, c3 etc).
