How can I make my P-Server public?

Hi again guys , I created a private server but I don't know how to make it public so other people can join.If anyone knows, send me a private message or just reply to my post.Thanks.

Well there is something wrong here.I don't want to promote my server.I need to find out how can other people join my server cause when they try to join they say to me that the server is down...
