Server CPU Problem need HELP "PLS."

2xCPU
4 GB RAM
i7 950 @ 3.07 Ghz
50 GB HDD
100 Mbit connection

For my server, but still theres lag problem also "game" using %50-%60 CPU for each CH

HELP PLS.

With players without players... Max on 217 its not a big deal for this server huh?
After reboots the CPU 80-90 , it takes 20-25min to server get back online after reboots does anyone know why?

Which Hoster, maybe VCores, wrong settings?

No all settings are fine, its a VIP Host but can problem about the game file? Bcuz all CPU's says using by game %56 bla bla..

Sounds like a cheap, oversold VPS.

Anyother idea, "Vcore settings wrong?" what that suppose to mean didnt get it
