Which way is better ?

I want to learn which way is better for error free client-sv mod.:
item_proto to > sql
or
sql to > item_proto

Should I modify item_proto.xml first and export to sql Or modify db first and export to item_proto.xml ?
Pls help.I cant decide which way is more healhty(error free)
By the way I tried to convert item_proto.xml to sql and manually edit and correct marking error (such as >' " marks wrong place...)
It seems fully ready for db import.But when I try to import it to db
Navicat says entry 580 Primary key duplicate error and stops. Half of the items cannot be imported.What is wrong with it I dont understand
(I emptied item_proto db first with truncating)
Anyone answering ?
