[Problem] 10 more status on start

Hello , i have game 2089 and when somebody making character at level 1, istead of getting 3 (hp) 4(sp) 6(str) 3(dex) status he gets 23 , 24 ,26 ,23 status points... this is a visual bug or what? how can i fix this please! in my game file i have 90 status points max.. and with this bug +10=100 so how to fix this visual bug? Serverfiles from invoice xgr33n.
I want do max status points 90. (actually 100 but only visual... i have 90 but it shows +10) thx.

Look for empire change quest. there you can remove this bonus.
