[Help] ServersFiles?..Client?..VPN!

hi elitepvprs how are you doing? hope you doing well
so i wanted to ask couble of questions for making PS for metin2
as i found here alot of new thing i didnt understranded and because i will make my own PS im done dealing with a campany witch provide a serverfiles and client and its bad AND EXP!!!
i just want to go to VPS hoting and let my self programm my server.

i will programm my own and when i finish programming and every thing i will rent a VPS server to update the server to the internet

but here what i do miss!!
1_serverfiles witch i dont know the best server files and what is 40k,34k and this numbers?i didnt know it and about the 32bit ,64bit? what does it change i know this for the windows lool is the serverfiles have 32 and 64?

2_i need high qulity client and good one to edit it and i will translate it to my lounguge

3_what is the best VPS hosting and how do i know the premission for my server like there is shstart.sh / sh play.sh / ./blast

4 sure i will use the services availble here like client protiction and designing and i will pay for it im not saying i will do everything alone becasue i dont know how lol but im gonna update it to internet and it well be offical PS server
and i dont want to have a editor becuase the last time he deleted the SQL files and destroyed the server and i dont know why so i cant trust anyone anymore

what the difference between .psd and script? and so the paython is important thing?
