look up the API-FIX tool!!!

Also u have no chance against a good Flood-attack! U have to implement a black list!

No sorry. There's nothing in english or romania i know...
But there should be a HOWTO IP-Blacklists for Flood-Attacks to find in google! - Maybe this is help for you

take a german tutorial and translate it with google translation. it won't be the best but it'll be better then nothing
