threshold depends on what IC is it, but for the 80-99 (assuming activationPoints formula you provided is correct) its:

Edit Limoo maybe just add column 'activation points', which would be damage dealt/(2*lvl)? Then it will be also usefull for stuff like caligor, fc raids etc
