Poppy is one of the best late game carries in the game. Her problem is her
A: Complete inability to farm/wave clear
B: Horrendously bad laning phase (see mana costs, wave clear, dealing with ranged trades, lack of escapes outside of sheer tankyness/ult/summoners etc)
I told you it was a troll pick, never said it was weak
Besides, just mechanical skill will get you by on most 1v1 contests. I cs better than you and (usually) can avoid damage trades that won't go in my favor. Without having a team to back either of us up, mechanical skill will generally win that test.
