The other payment methodes are bank transfer methodes, I don't know if u can use them.
U also have the oppertunity to trade paypal to e*gold with other members but you should check if your trade partner is trusted enough.
Let me check a what other oppertunities u have, I will contact again.

Maybe u can use Ukash as an alternative. It is the same principle as paysafecard - U just have to check if it is avaible in your country.

To buy elite*gold you have to go to the black market and then "Elite*Gold kaufen".

U also have to chance to buy elite*gold from other users but they have to be Premium or Elite*Gold Trade to be allowed to change e*gold in real money.
This methode brings u more e*gold but can be unsafe.
When u buy a paysafecard u can creat a treasure for a prefered amount and an other user can buy it. So you can be 100% sure that you won't be scammed.
