While I'm not sure if Milky has been detected or not, I have to disagree with you. The way silent aim is achieved and its nature, is indeed a rage feature. The way it works on the technical and server-side makes it prone to detections a lot more than a standard view angle or mouse aimbot.
Even if its customized to only be 1 aim angle. For example, this is why it was never patched but removed from all COD cheats as well, its invisible on the killcam and player videos but on the server its flicking and ******** all over the place. Same with CS, silent aim itself is detected but people could rage fine with normal view angles. There were people legit cheating with a 2 aim angle getting banned with silent aim, but rage cheaters who snapped with big FOV were fine. The same is probably happening here, its a risky feature that has the potential to be used for both legit and rage but the way you achieve this feature marks it as a rage feature.
Statistically too, you have to imagine that you're basically using a rage bot on 1 aim angle if you're playing with silent aim. You're hitting as hard as a rage cheater but still looking legit, obviously the hit data isn't going to be looking human. Though, this can be fixed by adding deadzones and a hit % to the silent aim to bypass any stat bans.
This is unreal engine too and from memory the way you achieve such a thing in this engine is not going to be legit.
