He probably didn't rb the water, he probably got it for free.
Any water reborned at level 110 is useless unless it's going to be a pker.
Pking now is useless anyways because you cant get to the 30k you used to be able to get to.
The most you'll get for that character would be a level 25-30 character.
You'd probably be lucky to get anything for it in the first place. A level 60+ character has work put into it equivalent to level 115 non-factoried water or so.
