You problably just downloaded and installed some ****** app on your phone, if one pops up again go into the menu where you see all the running apps and delete the first/top one showing the ads
If this is happening to you on a computer you most likely installed it by accident while you were installing another programm
You can also run a malware scan using defender, malwarebytes, kaspersky or other similar programs you trust, it helps doing this in safemode WITH an Internet connection. This probably wont find the program causing issues, but better safe than sorry
