Where can I report a scammer if I'm not a premium user and don't have any elite*gold?

Hello,

As the title goes- where can I report a scammer, provide all the proof and explain everything?

I have only joined this forum while looking for a private coder, two months ago (so I cant even give him the negative rating since it's been more than a month and he was supposed to be still working there)

I am not familiar with this forum and I am not a trader, I just want to let others know that a person with some history on this forum is a scammer (not hoping to get my money back here, that I will have to do somewhere else) and explain everything.
