Are botted LoL accounts allowed to be bought and sold?

Hello, I was wondering if botted accounts are still allowed to be bought/sold. For example how much could I spend to get a 30 level account, with less than 10 champs and a bunch of farmed IP, like more than 30k.

You know, I'd like to have a secondary account but at an affordable price.

I don't know nothing about botted accounts but all i know is that every botted account i bought got banned eventually.

Yes, botted accounts are allowed.
Cracked accounts are not allowed.

Can I ask you how much did you pay for a single account in average? I'm wondering how much I will spend for my requirements, thanks.

Usuaully 20k ip accounts are 10 euros.
