No it doesn't. It's probably your computer restricting access to the .exe, out now.

Some people have trouble downloading with certain installers, sometimes it helps if you can install it from a different place.

Yeah so i put that up but a lot of people miss the Click Here for the set up so i put it on here cause Pando has some problems as well
