you can walk/run with it, cast without a wand, etc. And in the case of Fireball the damage is the same since it is calculated as a full, castable fireball (the charges of Fireball dont appear to have individual damage cases). That's to the best of my knowledge.
theoretically, anything that has a field modifiable by the skills xml (skill locks, movement locks, requirements, stacks etc.) Unless its currently locked, or checked by the server. I do know at one point it was possible to use adv magic without a wand and run around with it charged... not sure if its been patched though. Haven't tried again.
