[Question]how to send things into Authority by op-code or mod?

I saw some people that they can put something they want into the Authority by mod.
But, I don't know which mod that is.
Does anyone have that mod or able to do that by op-code?

I just figured "Authority" = House Inv.

But since he's so vague.
