This is my guess. (This also applies to sending the entire stack of a stackable item)
When you're sending a item through the mail, it takes the item, and puts it on another server (the "mail server" is what i shall refer it as).
The server checks... when sending an item, the item will first be duplicated onto the mail server before taking it from the inventory. Because you are sending an unstackable/full stack of an item, and the server isn't saving, you will technically still have the item while also trying to send the same item. As a result, you have two items of the same item ID.
The server sees this and rejects your request to send this item over to the other user.
Again, this is an assumption, as I have no idea how the mail server works.
