Idiots...

L2.Net REQUIRES managed DirectX which does NOT come as part of standard DirectX.

Download the DirectX Redist (Aug 2008 or newer) and install it. I don't care which version of windows you have... you need this!

And if you "think" you installed it and it still doesn't work... you DIDN'T INSTALL IT! When you run the redist it asks where to extract it to... then you have to actually install it.
