It worked by receiving a packet from the server which was not required to be sent to normal players/ the game in general.
Recall tracker itself was never a issue, it has been present for years. The recall position just got possible because riot apparently made a issue when fixing the "Perma Wallhack exploit" that was shown by Vandiril.
The recall position feature got extremely exploited by the players and abused with recall tracking ults and fow killable features and not to forgot. All the tiktok content giving Riot negative PR which forced them to take action.
But to keep it short, not fixable until riot fails again

No, the position was sent because of the addition of custom recalls (honor 5 recalls, challenger recalls), in that update, they added a recall particle for each recall that would get sent in FoW, that particle would be attached to the recalling person, any particle attached to an entity is forcing a position update

ahh ok i thought the particle was only necessary for the exact position and that there was something else that determined just if someone was recalling anywhere, mb mb
