Yes taliyahs winrate goes down after minute 20. So the higher elo u are the better because games are shorter there on average. Im sure u can find other mistakes u are making aswell but taliyah does get weaker later. I prefer scaling champs in lower elo that can 1v2 1v3 etc then u dont rly have to make calls all the time and can still have a positive winrate.

I would say champs like jax, yi, eve, shaco if u wanna carry and if u wanna have an easy time getting a positive winrate tanks are always good to have like rammus/amumu. But u can check it for urself which champ winrates go up after minute 20 and which go down. Sites like leagueofgraph.com etc.

I would say mid and jgl are top and the other 3 are kinda similar from a gameimpact lvl. Adc gets more and more important the higher elo u get imo. It has such a high skill ceiling that at the top of the ladder u often find multiple adcs. Its just very hard to play well on adc.

I always start with checking all the high winrate people that play the champ at least in d1+. Then i check their build/runes etc and take the one that most of them take. Then i hope they have recent replays from the last patch and watch a couple of them. Sometimes u find gems like this e.g.: when rumble was meta top, im not sure which season that was tbh, but i was looking for another champ to play in high elo. I watched a high elo korean rumble otp. He started heating his flame thrower and started wolves. Then he recalled and tpd top with lvl 2 or almost lvl 2 and 5 hp pots and demolished the lane hardcore. I wouldve never ever ever found that out. He survived wolves with like 10hp. But it was possible and a super huge advantage for top lane. U can sometimes find stuff like that. Like shaco starting red buff into golems into scuttle for lvl 3 with full hp.
After all of that u can watch ur own replays to get better.

Summon Aery the only 2 other things that could possibly make sense are comet but its better on champs that have hard slows or even stuns in their kit or klepto but i like dmg more on lane dominant poke sups.
Manaflow band so u can spam ur spells
Absolute focus this row is the only where i would say u have 3 options that could all be good but i rly think u should go with lane bully sona since i see her strength in the lane compared to other supports
Scorch again for the lane bullying. u could go storm but i dont rly see how u want to have a meaningful power difference in late
For the second tree we go with the lane bully option bone plating and chrysalis so u can go aggressive and dont die everytime u get hooked etc
