It is up for now but they have been cranking down a lot of bans.
Seems like they got way more strict so be careful of where you buy your refs.

if you open a vpn software with all of your refferal progress that will be cool, unless you ill be sad like me. I just spent my whole month after they warned they will close the system. But i said nothing will happen riot wont even touch me because i will just go for 100 refs but all my account got reverted to its original state without the skins and runes i bought with the ref rewards. I even lost one of my rune pages because i already had full rune page before this progress and they say (turkish riot support) they cannot give my runepage back

It's weird as ****, they're doing it so at random, removing random amounts of RP, random items, even gifts and such.
