You should get 64bit OS and more ram.
50/60 fps is too imho too low for max settings, better to play on average/low with 100+
Afaik there's almost no difference between 60 and more fps because the eye can't catch (idk if this is the right word) that many frames but it's still good to have more because some people get fps drops in teamfights or because of champions.

The human eye can perceive an unlimited amount of pictures per sec (fps). The problem is, that it only can process between 24 and 30 pictures per sec. If you test to limit your fps to 30 and after to 60 you'll see a huge difference. That happens because If you only have 30 pictures per sec to watch you really only can focus on this 30. Whereas with 60 fps you have more pictures to "choose" from so in your brain it feigns a more precise illustration.
I recommend to reach as most fps as possible with the money you want to invest.
Wait until you purchase a 120hz / 144hz monitor. That's really the only way for you to perceive 60FPS+.
I personally would not be able to see a difference on a standard 60hz monitor if my FPS is more than that (60fps). It'll just give me screen tearing and why is why most games have "vertical sync" to prevent that from happening.
