Does this drop the prices from most services? I'm looking to get a ton of RP on my smurf so I'm considering buying referrals.

Also, how much rp does an account end up with for 100/150/200+ referrals?

The price depends on the service. You should buy one (or more) accounts with RP and gift the Skins to your smurf.
Just check the threads here:
There you can find out the prices by yourself (yesterday 100 Ref were ~20 - 25€)...
