Exploit ? Summoner spells in-game changing ?

hi, i had a game vs intermediate bots on my smurf account (26lvl) and i was in a lane with a cassiopeia!

at the start of the game she has flash and ignite and when a cannon minion appears in the lane, she smited it at the properly time!!


smite spell sims to be in her inventory for a little time, and then flash or ignite will come again :P


anyone knows anything about that exploit ?
