I would definitely say Fizz would take it home in a 1v1 skill match-up at mid, if both players were of equal skill.
Fizz's ability to weave through creeps and dodge 3/4 of Brand's ability doesn't really go in his favour. Not to mention Q, W, R are all very slow projectile speeds, which can easily be dodged by fizz's troll pole.
