what is the fastest free bot to level up refs? also can they ban my account? i dont mean raf ban

i had 10x lvl10 refs and 975RP from that which i havent spent, but it was long time ago now i loged in and i dont have that RP but my RAF isnt banned

Yes, they can ban your account.

As the Term of Use say, they could ban your Account, because of basicly everything.
The fastest way is using a bot, with a good Computer you could do up to 40 a day, with multiple computers, obviously more

Yeah they can ban you, but as far as i know usually the accounts you make to create the Refs are at the most risk where as the account receiving them usually turns out ok but there is risk involved

Recently there was a banwave where Riot banned the whole accounts permanently. Some experienced them, some not. So it's always risky to use the RAF Bot / Service.
