Maybe because they bought some RP during they had a negative balanced PayPal account.

First I tried to just get a refund with my own PayPal, I got banned there.
After that I tried to do it like u're saying, a friend give it to you and refund when you've paid, but I also got banned for that.
If I were you, I shouldn't try it, because I think there is a very high risk for doing this.
