League of Legend Packets

Hello I am new to this forum and I would like to get some information or help from someone who knows. I want to create an application that is a baron and dragon timer but I don't want it to be illegal ( your account won't be banned) and it will not need your client to be on window size (drops fps for most computers) . So I do know the ports that the packets of League go to so that they can go to the server. Is there a way to get the packets decrypt some of the information so as to understand when the client send a message to the server letting him know that the dragon/ Baron is dead. I have used wireshark to get some packets but I cannot get the information I need. Any help would be appreciated thank you !

Why you would like to write a new program for it? Have you got experiences in programing? - Otherwise it will be different to write one.. And there are already 1,000 of this timers..

I know programming. I was thinking about writing a java program listening to a port that is used by League of Legends and when the packets that i want pass it would take the appropriate actions. The timers that already exist require the game to be window moded and not full screen , why drops the fps for most users.

I am playing in LOL EUNE but I don't think that the packets needed will be very different from Europe to America

LOLNotes is open-source and there you can find a packet decrypter as far as I know.
