HI can transfer frrom EUW to EUNE without paying?
I mean is that possible for atleast one time?

Normally you have 1 free switch - Look in your shop under
transfer if there stand 0 rp you can switch without paying.

You probably created your account after the EU server split.
Afaik only Accounts which existed before the server split
were given a free server transfer.
