Question about Skin transfer

I heard if you have an account with a skin, for example Ufo Corki, you can ask the support to transfer it to another account.

Will it also work from NA to EUW?
Because I want the soccer akali skin on my EUW account and got an account in NA which has this skin.

I've never heard about a case where something like this happened, but the best way to test it, is just to ask the support.

Maybe you need to draw a picture for them or something like this.
