1) minimum Silver 3 ( mmr should be ok )
2) minimun 4-5 Rune Pages with some runes AP AD SUP
3) minimum 30 champs
4) not bot leveled
5) EUW !
6) NO BANS !

I dont care about skins. if there are skins ok, if there are no skins , its ok too
