Yes of course i can sell you account on 15 lvl and when you do 100 refs do tranfer and you have RP and IP for gift or for playing but on new server you have new refID and 0 ref doing and you not must joining to RAF system.

Something like that, if you buy earlier you know riot checkt all account what use RAF system. That is 100% safe opctions. Normal i have 98/99% ban ratio, on 65k doing refs only 10 clinets have problems.

Yea sure if you have any problem Block RAF system or riot reback your gift. A will back your money or do another account (sometimes people choose this options) but if we talking on gift account I dont any problem with it.
