you cant buy it anymore since its been a code only purchasable when S2 ended kind of the same way like CS riven but there are absolutely no codes for that skin

Not sure about the RU server, but the NA server has them on sale right now, along with the SKT skins. It's just that there's a 2 week waiting period if you friend someone now for the gifting process, but gifting would be available only on the 20th if the buyer friends someone today. The skins are tucked away after the 19th.
