I am looking for an account on EUNE!

I'd preferrably like the account to have at least 20-30 champs owned, some runes and lvl 30.

I'm ready to pay, but can't pay too much. So I can give you an account on lvl 21 EUNE with 13 champions and basic AD/AP runes
OR an account on NA fresh account, no games played, BUT it has Riot Graves skin+champ
