They are redoing the way PBE accounts work and wiping most current ones. Riot is picking a handful of helpful PBE accounts to not get wiped, but most old ones are.

New ones will be wiped each round of testing unless they are ones that provide a lot of feedback.

Well, that is correct up to a certain point from what I read:

Existing PBE accounts will be moved to an inactive state, where one who wishes to use PBE Features will have to re-apply.

Exisiting PBE Accounts, that have been moved to an inactive state will NOT be reset, just simply left alone until you're accepted for testing. So everything you have done on your PBE account will not be altered with during it's inactive state.

So in case you get elected you can continue to use your old PBE Account in case you've had one before!
