I doubt someone will do Platinum 1 to Diamond 5 with a gain of LP of 5 per game for only 30 euros. And if you find someone willing to do it for that price it's 99% a scam.
Well you should start a trade ALWAYS before sending money. But yeah 40 is still very low, the normal price is 45 usually and if you have that LP gain the price increases automatically
