And i suppose you wanted to ask how to register PBE account since site is not working.
Answer: If site is not working then you can't. RIOT is turning it off when they don't need new PBE accounts but you can buy one from someone who has more than 1.

works fine for me to, check your connection or maybe you got banned of it... seen some friends who just troll and swear in most games get banned
