thats a glitch that he propably use paypal and refund , either way you will get banned as riot wrote in his terms of service and use of accounts
so good luck with and btw that is also a fraud

Riot-Shop -> Einkäufe -> RP-Einkäufe gucken ob dort eine Transaktion stattgefunden hat.
