I don´t knov it for sure but i think so. because they did the same years ago with another hack i think it was a drop hack

they checked wich account dropped and every other gained something like points and if they were in more then X games with a friend of them using drophack they also get banned

6th day I think. It's perma ban + IP ban i think. The entire players in the cafe cannot connect through the LOL UI

I've never heard of Riot giving IP bans since it's not worth it because it's easy to change his IP and usually the IP automatically changes every 24 hours anyways.
