[Release]Jungle Helper Tool v1

This is my first release of a Visual Basic Jungle Timer Tool.

Features
- Blue and Red buff timer
- Enemy Blue and Red buff timer
- Dragon timer
- Baron timer
- Windows "Beep" Preset sound after Timers are up.

Please fix the error while 2nd dragon appear, it's help too much but still got the minor buf
