Yes, the tool itself -once you managed to get an invite- is free of any charge.

I hardly ever post because I don't have anything usefull to contribute, means helping someone. So I assume you will agree if I don't post some random **** just for the sake of posting something and maintain silent in the background.

Personally I would say it depends on what scripts you are using.
If you use a really good evader + a script for xerath so that you never get hit by skillshots but never miss your spells like Q... well that might be quite obvious in a 45+ min game.
If you keep doing it again and again and get in quite a big amount of reports for hacking/cheating or however ppl call it... riot *might* look into it.

Besides, riot doesn't seem to care too much about it as long as it's not gamebreaking. I would bet that they start doing something serious about it as soon as there are more cheaters than normal ppl playing

Other than that, most scripts i've seen are not tooooooo obvious; some ppl are just good like that.

Make sure you always have an up-to-date tool (the main program) and you *should* be fine.

But keep in mind that it will never be 100% safe.

Note that this is my personal opinion mostly based on common sense!

You said it yourself that a community is based on contribution, now with this attitude of yours you just lock out everyone, even ppl who are potential contributors. This is not how it works.

Yes, there is an anti-cheat system riot is using.
However, constantly up-to-date tools like BoL or L# are usually able to bypass it.
Older tools who didn't adapt to League (anti-cheat) updates will get caught eventually.

And now imagine that 50% (just to throw in a number) would obviously use such scripts.
There would be a HUGE wave of complaints on the LoL forums.
So riot would eventually be forced to do something drastic about it. After all games are known to have a really bad reputation if cheating is made easy and the dev's don't (or can't) do anything about it.

So if someone gets constantly reported for hacking/cheating I can't imagine riot employees doing nothing about it at some point.

Again, just common sense is used here, I do not have evidence that it is in fact what happens!

As usual rule of thumb, the longer you stay hidden the longer you stay safe.
Of course you depend on the anti-cheat-bypass of the tools you are using.
But you help you and the community who uses those scripts if you try not to be obvious
