Adding a friend in league via XMPP isn't hard..
Using Pidgin, you just add
Replace SUMMONERID with their summoner ID, found by like searching for them on lolking, the numbers at the end of the URL.

Those are not too complicated either.
Room Name: pu~*sha-1 hash of room name* - meaning a chatroom called epvp would be
pu~a596a739707897e9ad05d4c4f0fa9f5317c51681
Server: lvl.pvp.net
The program doesn't need to do the hashes or anything, just needs a place to input them and connect to the server with that info.
