It does work, however this tool is only for creating the accounts.
In order to level them up, you have to use a level/referral bot (which you can find in this forum, too)... You can use NHCs/ECs/paras bot, just look into the tools section

It's registering the accounts but the problem is that is not refering. After create 1 account it goes to the page where I have to write the name of the summoner. Created some accounts 3 days ago and still doesn't appear on Referrals

It does refer, if not you (or Riot) are doing something wrong. Or are you, the ~900th user of this Tool, the first one who notices that it doesn't work?
If that 'referred by a friend?' object shows up, and it asks you for the summoner name from your referer, you used a wrong referral ID.
I guess if you take a look in that help/about picture this should solve your problem...

How does the "Set position IE an Tooltip" work? Because I'm trying to create 5 accounts and I don't get anything.
EDIT1: I get an error "Line 4436 (File "C:\Users\xxxx\Downloads\AccountCreator Free 1.7\AccountCreator.exe"):

I've used that to create 100 accounts last night. Most are lvl10 now but still not one of those accounts showed up on as a referral. I put in the correct ref-code and tripple verified, it's 100% correct.
How long does it usually take for them to appear as referrals?

I have the right referal id in there but I have no ip or rp :/ 10 accounts are lvl 10

After 2-3 days the accs should show up. Then it takes another 1-2 days until the level gets displayed correctly and you can redeem the rewards.
In order to see the RP/IP after you redeemed them you have to click on something in the shop just like you wanted to buy it. (You don't have to buy it ofc)
