Low fps problem

Hey,
I have a problem with low fps (around 15-20).My pc isn't bad, i can play games like gta v,mad max,war thunder at decent frames.i have tried a lot of different things and nothing resolved the problem:
-changing the compatibility for nksp.exe and lc.exe,
-disabling antivirus,
-changing priority of the game,
-updating graphic driver,
-changing video settings,
-playing on another server (about 10),
I am running Windows 10.I remember playing on a weaker hardware without any issues.Please somebody help me,i would love to play this game again.

Someone fixed those issues by installing windows updates a while ago

It is the game itself, some textures or too many of them at once make the fps go down rapidly.

does it make any difference if u delete the effect.dat?
